oracle apex 18.2 create validation to make page item required

I have Page item P1_REG_STATUS as Radio Group having two values Active and In-Active , I want to create a Dynamic Action or Validation that When P1_REG_STATUS is changed then Two More Item Should Appear with Required Flag=Yes For Example
When I select P1_REG_STATUS to Active Both Page Items Should be Hide
When I select P1_REG_STATUS to In-Active both Page item Should be Shown and the Value for both should be required
If both items are Null then Error Message Should be Appeared



What I have Tried


Created A Dynamic Action on P1_REG_STATUS to Show or Hide the both Item on the basis Item=Value
For Validation on Page items I created New Validation on Page Item P13_DEACT_TYPE as shown in Below Screen shot

According to Results its not working as per My Requirements When i Select In-Active from P1_REG_STATUS It Doesn't show any validation error .
