Asp.Net Core dont check validation where use pop up

I have a problem.
problem is in Ajax vs Asp Core
exist link scripts , validation in my layout.



my index page :

code is run but i not like it because i dont want call jquery validation for all partial page.



I note that I defined this script inside ViewStart and can use it for the index page, but it is not partial.
I feel the AJAX code can be improved.
