multi suite parametrization in testNG.xml

I'm discover an issue when parameter is not changing with testNG when trying to run 1 suite with different parameters through testng.xml



I have base.xml with tests



<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE suite SYSTEM "http://testng.org/testng-1.0.dtd">
<suite name="BASE XML">
<test name="base test">
<classes>
<class name="testPackageL.TestClazz"/>
</classes>
</test>
</suite>


I need to pass parameters to this suite, I have created multi_suite.xml and passing parameters to base.xml through suite-files tag



<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE suite SYSTEM "http://testng.org/testng-1.0.dtd">
<suite name="Suite runner">
<suite-files>
<suite-file path="base.xml">
<parameter name="locale" value="se"/>
</suite-file>

</suite>
