Lyx can't find mathdesign.sty in texmf local folder?

I'm getting:
! LaTeX Error: File `mathdesign.sty' not found.
when trying to compile a PDF in Lyx. I've extracted the mathdesign archive into
~/texmf
I've run the reconfigure option in Lyx and texhash ~/texmf
and sudo texhash ~/texmf
.
The preamble has:
usepackage[urw-garamond]{mathdesign}
And the font is in:
~/texmf/fonts/type1/urw/garamond
How do I get Lyx or Latex to find the mathdesign.sty file?
The only part of the instructions I didn't do was:
Add the following lines at the end of the file 'updmap.cfg':
Map mdput.map
Map mdugm.map
Map mdbch.map
Map mdpus.map
Map mdpgd.map
Map mdici.map
and then run 'updmap' from a command line.
Because in Linux Mint /usr/share/texmf/web2c/updmap.cfg
file reads:
### This file was automatically generated by update-updmap.
#
# Any local change will be overwritten. Please see the documentation
# of updmap on how to override things from here.
#
###
And I'm not sure where to actually put those lines. Still, I have no idea if that has anything to do with mathdesign.sty not being found. That seems like a different issue.
The file is actually located in ~/texmf/latex/mathdesign.sty
.
