__malloc_hook functionality not working in Android

I have created a native c++ binary mytest. I copied it to /data/local/tmp on a device running Android P. However, malloc hook functions are not getting called. The device is not rooted. I am using setenv to set the environment var. LIBC_HOOKS_ENABLE. Binary is built with ndk17 and sdk28.0.2.
