Firebase phone authentication snippet - Enter phone without country code

I used this snippet from the Firebase UI Phone authentication:
Authenticate with Firebase on Android using a Phone Number
At first when I ran this app, it let me enter my phone number without country code, for example if my country code is +1, and the phone number is 03111999
, it let me write 03111999
without specifying the country code. But from some reason, I now have to explicitly write +13111999, with the plus sign. What happened? I didn't change anything
