InstallShield - OnFileLocked() with ERR_PERFORM_AFTER_REBOOT doesn't replace some files after reboot

I am working on an InstallScript project that uses OnLockedFile() function to handle locked file during upgrade. I choose ERR_PERFORM_AFTER_REBOOT to perform file replacing after rebooting the PC.



My implementation on Setup.url is:



function OnFileLocked(File)
begin
// return SdExceptions(LOCKED, File);
return ERR_PERFORM_AFTER_REBOOT;
end;


Normally, the upgrade script runs smoothly and everything is overwritten with new version.



But in one case where customer starts my service using external script during upgrade, around 50 files are locked and OnFileLocked() function kicks in to replace file after reboot. But after reboot, there are 3-4 jar files that aren't replaced by InstallShield.



Is there anyway to fix this problem ? Or at least some way to have a list of not-overwritten files to warn the user about fail/corrupt upgrade.



p/s: It seems the external script also try to start/manipulate my service and other services in someway during computer start up and the customer doesn't want to drop the external script.
