Vertical Scan and Horizontal Scan, rate to determine the probing activity?

The vertical scan is a port scan that targets several destination ports on a single host.



A horizontal scan is a port scan that targets the same port on several hosts.



Although I know there won't be any exact value but about how many IP should it be scanning in certain time(rate of scan) to consider Horizontal Scan and approximately how many ports should it be scanning in certain time(rate of scan) to consider the malicious activity? I was searching online but could not find any research paper which explains the percentage or rate to be keep in mind while analyzing probing activity.
