Error with IEEEtran Citations and Biography

I am trying to get my citations to work but for some reason some citations work with no problem but others come up as [?]. Some citations are journals others are articles but I don't see why it is not working on the paper. The full citation comes up in the references section but does not cite it in the paper.
I am also not sure why my biography section is not working. I believe it is because Overleaf does not know when the bibliography part ends and when the biography part begins. I say this because when I place the biography section before the bibliography, the biography section comes out fine. But when I place it after the bibliography, they are completely misaligned and it even skews some of the citations out of place. I am completely lost and any help would be much appreciated. Below is the script I am using on Overleaf, I am using the template that IEEE gave.
