URL encoding in rails without specific special character

We are about use mailgun API for batch sending emails, In that the format for the custom recipient variable is something like "%recipient.key%". The place I stuck is when having the custom variables in the links
<a href=app.lvh.me:3000?id=%recipient.id%></a>,
But in rails the generated url will be in encoded form (in my case I am using url_for), The link will be modfied as
<a href=app.lvh.me:3000?id=%25recipient.id%25></a> (% is encoded), How to handle this case in an effective way?



The recipient keys will be substituted with values at MailGun server. So is there a way to unescape only the content starts with %recipient.key%,
Do I have to use regex? Or other effective ways?
