Communication between services running on localhost and docker
I have 2 services and 1 java application running on my machine, let's call them A, B, C:
A: is a service running on port 39000 and is running inside a docker container.
B: is a service running on port 49000, on the localhost.
C: is an application running on the localhost.
Application C communicates with both service A and B. It also establishes a handshake with both the services before starting.
Problem: C is able to establish the handshake with A but not with B.
Exception: java.net.ConnectException for localhost:49000

1) A curl request from my machine to Service B is served correctly.
2) I started seeing this issue after a docker upgrade. My current docker version is: Docker version 18.09.0, build 4d60db4
3) lsof | grep 39000 :
com.docke 3503 cghai 20u IPv4 0x776c731898d7eabd 0t0 TCP *:39000 (LISTEN)
com.docke 3503 cghai 21u IPv6 0x776c731893ca834d 0t0 TCP localhost:39000 (LISTEN)
4) lsof | grep 49000 :
