Output:

Whereas, this is my desired output:

You're apparently missing some braces:newenvironment{custom}{begin{center}begin{tabular}{l}}{end{tabular}end{center}}. Please add a minimal example; anyway, if you doxyzbegin{center}...end{center}, you can't expect thatxyzis vertically aligned with the text being centered.

you haven't provided a usable example but unrelated to the tabular, note your textwidth and textheight settings will do nothing as they will be re-set by article class which you load later.
