Double question marks instead of figure reference

I compile this more than once. I can't seem to get it to work. Any help would be appreciated.

make sure you are not deleting the.aux
file between runs.

Thank you guys for the quick response! I realize it might be some issue with the PDF previewer in VSCode. No matter how many times I build, it never corrects the problem. But if I open the .pdf outside of VSCode it's fine.

to a1
there may be issues with showing the included image with different viewers but not with the cross reference text.
