json.loads JSONDecodeError: Expecting value: line 2 column 1 (char 1)

I've made a JSON file which has streamed Twitter and saved the data. However, when I wrote this code in order to load JSON file and append it on the new list:
import json
json_data =
with open("tweet_stream.json") as file:
data = file.readlines()
for d in data:
json_data.append(json.loads(d))
json_data
there always occurs error like this:
JSONDecodeError: Expecting value: line 2 column 1 (char 1)
What on earth is wrong here?
