Positioning doesnt work even when using float
I want to position two figures on the top of a page and then text in two columns below in the same page just like this:

You can see above the "[!h] is not recognized for positioning the image.
I've been using this:
begin{figure*}[!h]
centering
includegraphics[width=0.7linewidth]{PV0.png}
label{pv_0}
centering
hspace*{-0.8cm}
includegraphics[width=0.7linewidth]{PV2.png}
label{pv2}
end{figure*}
And I obtain this:

I can only obtain the result that I want if I write any word/letter like "stuff" as seen in the last picture and then in the next page I'll get the result I want but also it creates a almost complete blank useless page.

I have this in the preamble:
documentclass[a4paper,fleqn,usenatbib]{mnras}
usepackage[T1]{fontenc}
usepackage{ae,aecompl}
usepackage{graphicx} % Including figure files
usepackage{amsmath} % Advanced maths commands

usepackage{placeins}

I've been trying for days with no result. Any suggestion or comment will help me with this, I don't know what else to do. To avoid this positioning issue with the rest of the images inside the columns I used "minipage" but here with these images using both columns "minipage" doesn't work because the text goes above the figures.

clearpage
from a previous page and now I get the result from the first image without the almost blank page but I'm not able to use [!h] nor any other option
