Codeigniter Concluding base_url with external url

I am using codeigniter 3. I am facing a issue when using any external link without https then the link added base_url first.
Suppose, the external link is www.stackoverflow.com and when using as href="www.stackoverflow.com" , the it is formatting as "{domain_name}/www.stackoverflow.com"
But, when using 'https://stackoverflow.com' as external URL then it is working fine, then not adding {domain_name} as prefix.
My .htaccess file is like
RewriteEngine on
RewriteBase /
RewriteCond $1 !^(index.php|public|.txt)
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
RewriteRule ^(.*)$ index.php?$1
